The map in this guide (the last page) is sort of correct. I’ve never seen the boundary of the wildlife refuge depicted like that. See here: https://www.fws.gov/refuge/san-diego/visit-us and here: https://www.sandiegoreader.com/news/2018/jun/15/stringers-meet-your-new-neighbors According to the boaters guide posted, one would not be able to leave the Coronado Keys without having a motorized vessel within the wildlife refuge. I’ve worked a lot in and around San Diego Bay and have never seen the refuge depicted as in that map. In fact, I’m almost certain that much of what is depicted in that map (specifically the northern portions) are within the Unified Port District : https://ecos.fws.gov/ServCat/DownloadFile/168643 (page 8) and you are allowed to have motorized vessels in them.Brandon Stidum
